He was an active member of the Seed Chapel United Methodist Church and a former board member of the Oblong Fair. Cross-burning incident spurs man's arrest By The Associated Press INDIANAPOLIS A Koko- mo man indicted earlier this month for a 1996 cross burning outside a Hispanic family's home has been arrested by federal authorities.
James G. Colvin, 28, was arrested Tuesday at his Kokomo residence. He appeared Wednesday before a federal magistrate who ordered him held without bond pending a detention hearing on the charges. A federal grand jury indicted Colvin on Dec. 15 on charges of conspiracy to violate the civil rights of Hispanic persons, firearms violations and the use of fire to commit a felony.
If convicted, he could be sentenced to up to 35 years in prison. Authorities allege that on Oct. 7, 1996, Colvin and another man burned a cross outside a Kokomo residence where a Hispanic couple was living with a friend, also Hispanic. Another Kokomo man, Lee Preston Mathis, 33, pleaded guilty Dec. 9 to conspiracy to violate the family's civil rights, said assistant U.S.
Attorney Charles Goodloe. Associated Press Kankakee, SWAT team members start their search for escapee Terrance Springer. Escapee wounds guard KANKAKEE, Ill. A prisoner pulled a semiautomatic handgun, shot one guard and threatened to kill another before escaping from the Kankakee County Jail Wednesday, authorities said. While law officers searched for 27-year-old Terrance Springer, an investigation began to find out how Springer obtained the gun used to shoot Sgt.
Michael Raymond, Sheriff Tim Bukowski said. Raymond, 27, was in serious condition at Provena St. Mary's By The Associated Press Hospital, Bukowski said. Springer, of Kankakee, was taken to an isolation room about 4 a.m. after creating a disturbance in his jail cell.
About an hour later, Bukowski said, officers were returning Springer to his cell when he suddenly pulled out the gun. Raymond, responding to the commotion, confronted Springer in the jail's booking area and was shot once in the side, Bukowski said. "Springer then pointed the weapon at another correctional officer, threatening to kill him if the doors to the outside were not opened," Bukowski said at a news conference. The control room officer complied with Springer's demand, allowing him to flee the jail. The sheriff said he had no idea how Springer got the gun.
Jail guards don't carry guns, he said. "They're unarmed. So when they're confronted with a weapon, it's obviously something we don't plan on," Bukowski said. Springer, who was in jail awaiting trial on two separate attempted murder charges, was last seen running south. Borst backs re reassessment delay INDIANAPOLIS- The powerful chairman of the state's Senate Finance Committee has told Democratic Gov.
Frank O'Bannon that he would support a one-year delay in the current statewide property tax reassessment. Republican Sen. Larry Borst of Greenwood, who had helped block a delay, sent O' Bannon a letter this week saying the 2001 reassessment now under way should be extended to 2002. Two weeks ago, O'Bannon told the State Board of Tax Commissioners to suspend work on new assessment rules. 0'Bannon also proposed that lawmakers, in their upcoming session, delay the next general reassessment for two years and remove the largest share of county welfare costs from local property tax rolls and shift them to the state.
